PURPOSE 


The purpose of this briefing is to 
provide information on the mission 
and issues facing the Divs (IT)

DIVISION (Institutional 
Training) MISSION 


* The Divs (IT) are an extension of the 
Proponent Schools, training the AC, 

NGB, and USAR soldiers in a USAR 
environment. This training includes IET, 
ROTC, and USMA. The Divs (IT) manage 
the TASS Battalions to regulatory and 
POIs standards which cover MOSQ, 
ANCOC, BNCOC, PLDC, CGSOC and 
CAS3. 

* During partial mobilization, the Divs 
(IT) provide Training Base Expansion. 

* During full mobilization, the Divs (IT)

DMOSQ History 


• FY 99-MOS requirement was 21,306 
and the actual input was 12,333 for a fill 
rate of 58% 

• FY OO-MOS requirement was 14,805 
and the Actual input was 10,938 for a fill 
rate of 74% 

• FY Ol-MOS requirement was 12,152 
and the Actual input was 9961 for a fill 
rate of 82%

Factors 

Affecting Past

Increased units mobilized for Bosnia. 


• POIs are getting longer and soldiers can't attend 
MOSQ in an AT status. 

• As MOSQ rate increases, requirements decrease. 

• Increased MOSQ across the board by 5% in FY 01. 

• Reduced class cancellations for instructor 
shortages by 92%. 

• Only 2 classes cancelled in TY 01 for equipment 
shortages. 


Most classes are cancelled due to low fill.

Eagle and Operation Enduring Freedom. This affects 
students and instructors. 


• Current DA message states: 

• USAR soldiers enrolled in a resident PDE course 
will complete the course and join the unit upon 
graduation. 

• USAR soldiers scheduled for a resident MOS 
producing course or PDE course will not mobilize. 

• USAR soldiers with a primary, secondary or 
additional MOS, but are not DMOSQ, will mobilfM)

• Units deploying CONUS goes as is. 

• Units deploying OCONUS deploy at deployability 
C-rating or the CINC's requirement. 

• Units can cross-level prior to alert, but can not 
degrade another unit to fix a mobilizing unit. 

• Current legal constraints prohibit mobilizing the 
Divs (IT) to train non-mobilizing soldiers.

Challenges 



• Finding a consolidated location to meet 
everyone's demand. Proponent schools do not have 
adequate facilities. 

• Getting solders' employers to allow more than 1 AT 
per year so that 2 + 2 classes can be utilized. 

• Getting additional funding for Phase I ADTs and 
instructor additional days. 

• Finding soldiers who can do additional classes 
outside their region to off-set TASS instructor 
mobilizations.

Steps for 
TRADOC 
Mobilizations 



• TRADOC conducts an assessment of the TBE 
support required to perform the training mission 
within 48 hours of receipt from DA. 


• TRADOC forwards its TBE requirements to 
FORSCOM for action, while copying furnishing the 
USARC and NGB so that they can begin planning. 
FORSCOM will validate the requirement and process 
the request like any other operational requirement. 

• FORSCOM will provide requests for alert and 
mobilization to HQDA, info TRADOC. TRADOC will 
advise its installations of pending mobilizations sfc4
